This is the 11-pin harness 28213 used on the new style 28800-1 lights. The lights are used on four brands known as Western Nighthawk, Fisher Intensifire, SnowEx and Blizzard Storm Seeker. This is just the 11-pin harness that plugs onto the grille and runs up into the back of these lights. They have an H13 bulb in the lights. The tag is often marked 28212 as well.
